Surabaya (Jatimsmart.id) – Pemprov Jawa Timur melalui Dinas Pendidikan Jawa Timur matangkan petunjuk teknis (juknis) Penerimaan Peserta Didik Baru (PPDB). Meski tak jauh berbeda dengan aturan Permendikbud No.44 tahun 2019 yang kemudian disempurnakan dalam Permendikbud No.1 tahun 2021, namun di tahun 2023 ini, Gubernur Jawa Timur Khofifah Indar Parawansa memberikan perhatian khusus bagi Ketua OSIS dan Hafidz Quran melalui Golden Ticket jalur Prestasi Non Akademik.
Terkait hal ini, Khofifah mengungkapkan secara teknis aturan PPDB 2023 tidak jauh berbeda dengan tahun sebelumnya. Akan tetapi, ada hal baru yang dimasukkan dalam PPDB 2023. Antara lain, kuota khusus Ketua OSIS. Pertimbangan ini dibuat karena melihat realitas saat ini, di mana dibutuhkan pemimpin hebat untuk memajukan negeri ini di masa mendatang.
“Negeri kita butuh pemimpin hebat di masa depan. Kami melihat ketua OSIS SMA dan SMK itu kebanyakan SMP / MTs nya juga menjadi ketua OSIS, sehingga kami ingin mengakomodir ini sebagai apresiasi untuk generasi calon pemimpin bangsa,” terang Khofifah.
Kuota untuk ketua OSIS ini, lanjut Khofifah, termasuk dalam prestasi hasil lomba dengan proporsi 5%. Kuota ini diberikan untuk menjaring siswa yang multi talenta dan memiliki jiwa kepemimpinan.
“Kita ingin mencetak generasi yang tangguh dan berkarakter sebagai calon pemimpin di masa depan. Karena itu sebagai apresiasi, kami berikan kuota 1 (satu) siswa di setiap SMA/SMK Negeri Jawa Timur,” tambah dia.
Selain itu, Pemprov Jatim juga menyediakan Golden Ticket bagi siswa penghafal Al-Qur’an (Hafidz Quran). Menurut Khofifah kuota ini perlu disediakan untuk menjaring siswa yang memiliki kekuatan religiusitas , keimanan, dan ketaqwaan yang tinggi untuk menjadi generasi muda yang berakhlak mulia.
“Kuota ini masuk dalam jalur Prestasi Hasil Lomba dengan proporsi 5%. Untuk hafidz Quran kita sediakan kuota di setiap SMA/SMK negeri di Jatim menerima 1 (satu) siswa,” jelas Khofifah.
Tak hanya itu, Pemprov Jatim juga memberikan perhatian khusus kepada siswa penyandang disabilitas dari SMP-LB untuk dapat mengenyam pendidikan dimanapun. Termasuk sekolah reguler. Dalam hal ini, Pemprov melalui Dindik Jatim merealisasikannya melalui kuota penyandang disabilitas. Dengan kata lain, siswa penyandang disabilitas dari SMP-LB dapat mendaftar PPDB 2023 pada SMA dan SMK Negeri di Jawa Timur dengan ketentuan siswa tersebut adalah penyandang disabilitas ringan.
“Kami ingin Jawa Timur menjadi rumah yang nyaman untuk mengenyam pendidikan bagi siapapun. Kami beri kesempatan yang sama, tidak boleh ada diskriminatif. Dengan begitu kita bisa fokus dalam memberikan pendidikan yang berkualitas,” tandas Khofifah.
Ia juga menyebut, tahun ini Pemprov Jatim juga mengeluarkan kebijakan baru bagi anak buruh dan anak tenaga kesehatan (nakes). Di mana anak buruh cukup hanya mengunggah kartu keanggotaan serikat buruh yang dimiliki orang tua. Jika calon peserta didik baru anak buruh mempunyai Kartu program bantuan pemerintah atau Surat Keterangan Tidak Mampu (SKTM) bisa menjadi prioritas untuk diterima di jalur anak buruh.
Kemudian untuk jalur anak Nakes (tenaga kesehatan), Pemprov Jatim akan memprioritaskan anak nakes yang orang tuanya meninggal dalam penanganan Covid-19. Dengan dibuktikkan melalui surat penghargaan dari pemerintah atau surat keterangan dari RS tempat orangtua bertugas.
Selain itu, juga ada kuota khusus bagi siswa program ADEM Papua dan ADEM Repatriasi. Jalur ini menjadi terobosan bagi Jawa Timur yang merupakan provinsi pertama yang memasukkan program ADEM dalam proses PPDB 2023.
Sementara itu, ditambahkan Plt Kepala Dinas Pendidikan Jatim, Wahid Wahyudi, bahwa sesuai arahan Gubernur tahun ini Jawa Timur mengembangkan kuota yang ada untuk mengakomodir siswa-siswi yang potensial. Seperti kuota Golden Ticket Hafidz Quran, Golden Ticket Ketua OSIS dan kuota lulusan SMP-LB.
Wahid juga menegaskan tidak ada perubahan dalam besaran kuota. Pada tahap 1 jenjang SMA/SMK besaran kuota masih sama yakni Jalur Afirmasi 15% terbagi untuk keluarga tidak mampu dan ADEM (7%), Anak Buruh (5%) dan Anak penyandang disabilitas (3%).
KemudianJalur Pindah Tugas Orang Tua sebesar 5%. Kuota ini diperuntukkan bagi siswa yang mengikuti pindah tugas orang tua (kuota 2%), siswa anak Guru dan Tenaga Kependidikan (kuota 2%), dan siswa anak Tenaga Kesehatan (kuota 1%).
Selanjutnya kuota Prestasi Hasil Lomba dengan besaran 5%. Dengan rincian siswa berprestasi di bidang akademik (kuota 2%) dan bidang non akademik (kuota 3%).
“Prestasi ini dinilai dari kejuaraan berjenjang atau tidak berjenjang, individu atau beregu, yang diselenggarakan oleh pemerintah atau pihak swasta, di tingkat Kabupaten/Kota, tingkat Provinsi, tingkat Nasional, dan tingkat Internasional,” jelas Wahid.
Tahap 2, jalur Prestasi Nilai Akademik SMA, sebesar 25%. Tahap ini diperuntukkan bagi siswa dari dalam zona dan luar zona yang berbatasan, seleksi dilakukan berdasarkan Rerata Nilai Rapor semester 1-5 SMP/sederajat (bobot 50%), ditambah nilai Akreditasi Sekolah asal (bobot 20%), ditambah nilai Indeks Sekolah Asal (bobot 30%).
Kemudian, lanjut Wahid tahap 3 zonasi SMK dengan kuota 10%. Tahap ini diperuntukkan bagi siswa dari dalam zona dan luar zona, diseleksi berdasarkan jarak rumah ke sekolah.
Tahap 4, Jalur Zonasi SMA, dengan kuota sebanyak 50%. Tahap ini diperuntukkan bagi siswa dari dalam zona dan luar zona yang berbatasan, dan seleksi dilakukan berdasarkan jarak rumah ke sekolah.
Terakhir, tahap 5, Jalur Prestasi Nilai Akademik SMK, dengan kuota sebesar 65%. Tahap ini diperuntukkan bagi siswa dari dalam zona dan luar zona. Seleksi dilakukan berdasarkan rerata nilai rapor semester 1-5 SMP/sederajat (bobot 50%), ditambah nilai akreditasi sekolah asal (bobot 20%) dan Nilai Indeks Sekolah Asal (bobot 30%).(red)
